France is from 3 levels of classification to 2 levels starting since end of 2019.

The "Confidential Defense" would disappear to leave the "Secret Defense" which will be designated as "Secret" and the "Top Secret Defense" which will be designated as "Very Secret."

Within the "Top Secret" classification, a special classification called "X Secret" will protect the most sensitive information, with no more than a dozen individuals...

The "X Secret" classification includes information that is not intended to be shared with allies, such as encryption, research involving a risk of proliferation, and "Cyber" operations.

  

One of the reasons for this choice to reduce classifications is to get closer to the standards of NATO and European Union allies.

Countries that have signed General Security Agreements with France

France has signed 41 General Security Agreements (GSAs) with foreign states that allow for the exchange of classified documents.

"Secret Defense" may concern French military operations, the fight against terrorism, criminal organisations, or plans and studies related to strategic programs.

In 2017, in France, 400,000 people are authorized to receive classified documents, including
68% at the Ministry of Defense
14% at the Ministry of Ecological Transition
11% at the Ministry of the Interior
2% at the Ministry of Foreign Affairs
1% at the Ministry of Justice
1% to the Ministry of Education
1% in the Ministry of Finance
1% in the Ministry of Labor
1% at the Prime Minister's Office

The French distribution of documents classified at the SECRET DEFENSE level in 2017 by French ministry:
44% at the Ministry of Defense
26% at the Ministry in charge of Ecological Transition
13% in the Ministry of the Interior
17% in the Prime Minister's office

5 million documents are classified, including 586,914 documents classified as "Secret Defense

A document classified as "Secret Defense" can remain so for 50 or even 100 years if the safety of individuals is at stake.

Some documents remain inaccessible, notably those relating to the manufacture, location and use of nuclear, biological or chemical weapons...

The Defense Intelligence and Security Directorate (DRSD) is in charge of detecting and preventing threats to the armed forces and defense-related companies.
